I am constantly reminded of the prevalence of nakaw in Pinoy culture. We are so used to it, we no longer bat an eye, and just take it as “the way things are”. Look at the misuse of OHAT Package that’s supposed to benefit PLHIV, but end up fattening supposed service providers.
